Samuel Blake is a seasoned development advisor and agency specialist with over two decades of experience unlocking complex urban sites across London and the South East. As a Partner at Montagu Evans and Head of the firm’s Transport & Infrastructure Sector, Sam brings a rare blend of strategic insight, technical expertise, and commercial acumen to some of the UK’s most transformative development projects.

Sam is known for his ability to navigate intricate planning, valuation, and delivery challenges. His work ranges from high-profile regeneration schemes and over-station developments to strategic land assembly and lease re-gears that unlock hidden value. He has advised public and private sector clients including Transport for London, Crossrail, Network Rail, the City of London Corporation, and multiple London boroughs as well as various institutional land owning clients.

Sam’s approach is hands-on and holistic – leading projects from initial feasibility through to planning strategy and market delivery. His deep understanding of planning, viability, and strategic consulting has made him a trusted advisor on landmark schemes across the capital.

A qualified chartered surveyor, Sam combines technical rigour with a collaborative mindset, leading multidisciplinary teams to deliver commercially viable and socially impactful outcomes. Sam has often been called as an independent expert in development site matters and has also worked on secondment for the Treasury in the coordination of the Civil Estate.
