Central London Planning Policy Update Q4 2024 and Q1 2025

This briefing paper provides an overview of recent planning policy news and recent / emerging consultations or changes within the Central London boroughs, as well as updates from the Mayor of London and the Government in relation to the capital.

HEADLINES from q4 2024 and q1 2025

  • On 12 December 2024, the new Labour government released an update to the National Planning Policy Framework (“NPPF”), introducing higher housing targets, new ‘Grey Belt’ land, a stronger focus on climate change adaptation, support for industrial growth and enhanced public infrastructure planning.
  • The GLA’s Call for Sites closed, seeking new housing sites across London. Hammersmith and Fulham revealed its long expected Article 4 Direction to remove Class MA permitted development rights in its key retail and employment zones from December 2025.
  • Wandsworth commenced consultation on the Regulation 19 version of its Local Plan Partial Review, with consultation ongoing until mid-February, whilst Westminster submitted its Partial Review Plan for Examination.
