IN JANUARY 2020, THE BUILDING BETTER, BUILDING BEAUTIFUL COMMISSION PUBLISHED LIVING WITH BEAUTY, A REPORT THAT HAS LED TO A NEW NATIONAL DESIGN GUIDE AND MODEL DESIGN CODE, WITH CHANGES TO THE NATIONAL POLICY. THE POLICY CHANGES REPLACED THE WORD ‘GOOD DESIGN’ WITH ‘BEAUTY’, BUT IS THERE SOMETHING MORE TO ‘BEAUTY’ THAN APPEARANCE?

There remains widespread misunderstanding about what the new ‘beauty-agenda’ really means.

Is it an attempt to weaken the role of professional judgment in place making and design? Or to change the balance as between what the market or the development plan requires, giving more weight to the values of existing communities?

How will it practically be applied to plan making and the development process, from design development through to public consultation and the determination of applications, or at the sharp end of the process, in appeals and applications called in for the Secretary of State’s own determination?
