Welcome to the online consultation for West Ward Works

Thank you for joining us on Wednesday 3 February 2021 between 3.00pm and 7.00pm for our online public consultation event. Members of the project team were available to answer your questions on the proposals and to respond to your comments.

It should be noted that comments made at this stage are to Crosslane as the prospective applicant and are not representations to the planning authority. There will be an opportunity to make representations to Dundee City Council direct when an application for planning permission is submitted. Your comments and feedback will be recorded and will be responded to in our pre-application consultation report, which will be submitted with the forthcoming planning application.

We are pleased to share the following proposals with you for the redevelopment of West Ward Works, 19 Guthrie Street, Dundee, DD1 5BR to provide high quality, purpose built student accommodation (‘PBSA’).

This online consultation forms part of the statutory pre-application consultation being undertaken by the applicant, Crosslane Student Developments UK Limited (‘Crosslane’), on the emerging design of the proposed development.

Whilst the detailed design of the development is subject to on-going pre-application discussions with representatives from Dundee City Council, as well other statutory consultees and stakeholders, the development principles and proposed use for the site have broadly been established.

Under normal circumstances, we would have hoped to host a physical public consultation event. However, as this is currently not possible in light of the Covid-19 pandemic, we have instead launched this online consultation to gather your views.

THE APPLICANT 

Crosslane are European leaders in the development and management of student accommodation with over 10 years of experience and a successful track record delivering 28 PBSA developments across seven countries.

Crosslane are both developers and managers of PBSA, working in conjunction with their sister company Prime, and take a long term approach to each property on behalf of their clients, to maximise investor returns.

Crosslane develop premium, state-of-the-art student living where residents have access to a variety of free-to-use on site communal amenities such as common rooms, game zones, gyms, cinemas and study areas. Study areas include on-site dining facilities with fully fitted kitchens, seating and facilities for up to 20 guests. These facilities, coupled with all-inclusive utility bills and a full-service approach means that students spend more time studying and living the full student experience.

Crosslane have a history of delivering quality PBSA in Dundee, including:-

  • The Old Mill

A development of 415 student bedrooms, including 25 studios and 388 bedrooms in cluster flats, at 21 Brown Street,DD1 5EF. The applicant acquired the site in 2010, refurbished and operated this site, before selling this on in 2016.

  • Kellier Court

Development included the conversion of a former warehouse building into new PBSA, comprising 128 student bedrooms arranged in cluster flats at Horsewater Wynd, DD1 5DS. The applicant acquired the site in 2011 and the development was completed in 2012.

An application for planning permission to redevelop the current Shell garage site at West Marketgait is currently being progressed by Crosslane to provide 179 new studio type PBSA apartments.

THE PROPOSALS

The proposals reflect the current need and demand for student accommodation in Dundee and present an opportunity to deliver a holistic approach to the redevelopment of the site.

The central concept of the design and massing of the proposals is to maintain the existing West Ward Works buildings scale and relevance over the local streets.

The development reaches 5 storeys above street level at its highest point and the original eves height is maintained to the East of Guthrie Street, increasing slightly at the corner of Guthrie Street and West Henderson’s Wynd to give the entry point prominence where the key vista of the building will be viewed from Hawkhill.

The breakdown of scale and the step back of the accommodation at the higher levels are strategic design decisions to engage the built form with the massing and heights of the surrounding context.

The development proposed in the region of 524 new studio and cluster living type apartments, which are provided alongside anicllary facilities for use by the student population, including a gym, private dining areas, a cinema room and dedicated study areas

DECEMBER 2020

The proposed development will result in the creation of in excess of 5,000 square metres of gross floor space and is therefore considered to be a Major Development proposal in the context of the Town & Country Planning (Hierarchy of Development) (Scotland) Regulations 2009.

A Proposal of Application Notice was therefore submitted to Dundee City Council in December 2020 and this Public Exhibition forms part of the statutory 12 week pre-application consultation period.

Crosslane are working with their project team to design the scheme and prepare a planning application in respect of the redevelopment of West Ward Works.

An application for planning permission will be submitted to Dundee City Council in March 2021, when there will be an opportunity to make representation to Council direct.

At this stage, comments are to Crosslane as the prospective applicant and are not representations to the planning authority.

PRESENT

Crosslane are working with their project team to design the scheme and prepare a planning application in respect of the redevelopment of West Ward Works.

MARCH 2021

An application for planning permission will be submitted to Dundee City Council, when there will be an opportunity to make representation to Council direct.

Comments are being reviewed by the project team on a regular basis and a report of the pre-application consultation being undertaken by Crosslane will be submitted with the forthcoming planning application, which will detail the nature of all feedback received and how this has informed the final proposals.

Whilst the detailed design of the development is subject to on-going pre-application discussions, the development principles and proposed use for the site has broadly been established.

The proposals will be developed over the coming weeks in preparation for the submission of an application for detailed planning permission to Dundee City Council.
