Richard has over 30 years’ experience is advising both the private and public sectors in the field of business rates, helping to manage and reduce liabilities as a consultant across a range of property types from the leisure sector to nuclear power.
He is leading Montagu Evans’ office in Manchester and advising rating clients in the north of England, north Wales and Scotland. Richard previously headed Lambert Smith Hampton’s national Rating Division between 2004 and April 2014 where he was also responsible for overseeing rating delivery from Manchester, Yorkshire, the North East and Scotland providing advice in respect of the full range of valuation issues within the retail, office, industrial and leisure sectors.
Richard has worked as a rating surveyor in the private sector since leaving the Valuation Office Agency in 1990 where he worked for six years in London and Cheshire. He has dealt with the full range of rating issues, advising the Public and Private Sectors, Local Authorities, Health Trusts, former Nationalised Industries and other statutory bodies in the North of England and North Wales since 1991.
Richard specialises in rating matters for football stadia, complex industrial properties, the advertising sector and advice to owners/developers.He has also appeared as an expert witness on numerous occasions before the Valuation Tribunal and Lands Tribunal in respect of several landmark rating cases. He has, in addition, been engaged to act as an expert Chartered Surveyor in cases of alleged negligence for business rates.
Expertise and Experience
- Expert in the valuation of ‘plant and machinery’ for rating purposes.
- Co-author of The Directors Guide to the 1995 Rating Revaluation, published in conjunction with the Institute of Directors.
- Expertise in advertising sites, sport stadia, Port valuations, distribution, heavy industry, power generation, health and education.
- Negotiation of complex rating issues within the transport sector on behalf of public sector and commercial occupiers including: British Rail Property, DFDS, Novartis, Johnson Matthey, The Home Office (Secure Training Centres), Humberside Police, British Coal Opencast, Arsenal FC, Liverpool FC, City of Manchester Stadium, Cheshire East, Bury MBC, Wigan Council, Bolton Council and the Nuclear Decommissioning Authority (including Sellafield).
